Russian Schengen refusals drop to 6.3% in 2025
In 2025, nearly 43,000 Russian tourists were refused a Schengen visa, according to new data from the European Commission. While the refusal rate has been falling for the third consecutive year, applicants continue to face significant financial losses, mainly due to non-refundable consular and service fees.
European consulates processed a total of 679,400 visa applications from Russian citizens in 2025 – a 12% increase compared to 2024, when 606,600 applications were submitted. Of these, 618,800 were approved, leaving 43,000 applicants with a negative decision. The refusal rate has shown a steady decline:
2023: 10.6%
2024: 7.5%
2025: 6.3%
Despite the improving approval rate, rejected applicants still bear notable costs. Based on the standard consular fee of €80 (€35 for children aged 6–12), total losses on consular fees alone are estimated at €3.6–3.7 million. When service fees charged by visa application centres are added, the total loss exceeds €4.5 million.
These figures highlight a persistent challenge for Russian travelers: while the chances of approval are gradually improving, a refusal still carries a direct financial penalty with no refund or appeal compensation.
