Tour Operators Association in Outbound Tourism Tourpomosch is the organization who has to take care about all tourists who get in a difficult situation, because of financial insolvency of a tour operator. The Association has to protect Russian tourists not only because of financial security mechanism , but also due to operational assistance to affected travelers (to ensure their stay to the nearest flight home, pay for the tickets, provide food, and medical assistance if needed).

According to the law, each tour operator who is willing to operate outbound, has to be a member of Tourposch. The association regularly publishes the list of tour operators, members of association. Tour operators who want to work in outbound tourism and to be members of Tourpomosch must pay a fee to the compensation fund in the amount of 0.1% of the funds received from the sale of tourism products according to the financial statements at the end of last year, but not less than 100 thousand rubles. The company also needs to pay additionally 5 thousand rubles for operating expenses of the Turpomosch.

Every April, the Association complies a list of debtors (who did not pay fee), which is submitted to the Russian Federal Agency for Tourism, responsible for the Federal Registry of Tour Operators. The debtors tour operators are not excluded from the Federal Registry, but records of them are to be changes - information on the right to work in the field of outbound tourism is deleted.

The Director of the Association is Vyacheslav Basov. He was born in 1981 in Ust-Kut, Irkutsk region, got Higher economic education in specialty Finance and Credit. From 2003 to 2011 he served in the unit to economic and tax crimes of the Interior Ministry. From 2011 he worked at JSC Russian Agricultural Bank. On 28-th of March 2013, he was elected the director of the association on the general meeting of Tourpomosch. Married, three children.
