IrAero still has no confirmation of slots from Chinese aviation authorities for implementation of the flight program to Hainan since October 8 from a number of regions. For this reason, Rosaviatsia did not issue permit to the carrier for flights, ordered by Pearl River tour operator. This decision was made on September 21 at a meeting of the working group. This was reported on September 26 by a source, closed to the agency. However, according to him, if the airline does get slots before the program starts, the scheduled flights will be completed. Before this moment IrAero has no right to sell tickets. According to experts, despite the fact that the decision of Rosaviatsii does not fundamentally change anything in the situation with the transfer of the program, it can be considered as a certain tightening of attitude towards IrAero: in September, the carrier had permission to perform charter flights. Recall, Pearl River tour operator, which acts as a charterer of IrAero flights to Haikou, announced the suspension of the sales of October tours. Now tourists who bought tours for September are uncertain and the tour operator, due to the cancellation of the program, offered them to postpone tours for October or cancel them with a 20% retention of the cost of the tour
