Russian Union of Travel Industry: France, Italy, and Spain Remain the Leaders in Visa Issuance to Russians
Experts from the Russian Union of Travel Industry (RUTI) estimate the number of visa applications submitted by Russians in 2025 at 620 000 – 670 000, and the number of visas issued at 540 000 – 570 000. France, Italy, and Spain remain the leaders in the number of Schengen visas issued to Russians, but the share of multiple-entry visas has fallen to approximately 10%, while in pre-pandemic 2019 it exceeded 80%. In the fall of 2025, the European Commission limited the issuance of new multiple-entry visas to Russians except for a limited number of applicants.
For the majority of tourists, businessmen, and travelers, a single-entry visa, strictly matched to the travel dates, has become the de facto standard. Currently, France, Italy, and Spain remain the most affordable countries issuing approximately 60 - 65% of all Schengen visas issued to Russians. Countries with average rates include Greece, Germany, and Portugal. Austria, Malta, and the Baltic states have the highest number of refusals.
Furthermore, document processing time has also increased up to 2 - 4 weeks, excluding 4 - 8 weeks appointment waiting time.
Greece is currently experiencing the most favorable situation: the consulate has launched a re-accreditation process for 2026. Once completed, tour operators will be able to process visas more quickly.
